Sassoon & Co. at Shanghai, and is the brother of Mr. Edward

Menashib Joseph, who was granted in May last a Certificate of

Naturalization, see your Despatch No. 80 of the 26th. March,

1918. The gentlemen whose declarations are enclosed are of

good standing in the Colony and I consider that he is a fit

and proper person to whom the privilege of naturalization may properly be accorded.
